La Laguna Backs Human-Authorship Rules for Municipal Audiovisual Work

Summary

The city council of La Laguna in Tenerife has approved a motion requiring human authorship and AI-use transparency in municipal design, communication and audiovisual contracts. All council groups supported the proposal except Vox, which abstained. Under the motion, contractors will have to declare AI tools used as technical support, while institutional posters, images, videos and audio that are generated or substantially modified by AI must be clearly labeled. The city government is also expected to draft a protocol limiting generative models to technical or accessory functions and keeping humans responsible for final outputs. The measure further calls for participation by Canary Islands creative professionals and collaboration with the University of La Laguna and educational institutions. Implementation details now rest with the municipal government.

Hana’s perspective

I think this is a stronger policy model than either banning AI outright or allowing undisclosed substitution. It separates assistance from authorship, asks contractors to name their tools and requires visible labels when institutional media is materially generated or altered. Those are practical controls that animation and audiovisual clients can write into real briefs. The unresolved question is enforcement: “substantially modified” needs a consistent threshold, and a declaration is only useful if procurement teams can audit it. If La Laguna converts the motion into precise contract language, it could offer small public bodies a workable template for protecting creative responsibility without blocking technical experimentation.
