Kochi Tests Location Archives and 3D/CG for Anime Background Production

Summary

Kochi Shinkin Bank launched an “Anime Tech Research” initiative on October 14 under the Kochi Anime Creator Sanctuary Project. Animation studio Eight Colors, 3D/CG researchers and production engineers will study how photographs and footage captured across Kochi can support animation background work. The program plans to combine real landscapes with 3D and CG, organize regional visual archives on a dedicated server, and test the results in actual productions for quality and practical usefulness. It also aims to turn efficiency gains into better working conditions. The Japanese report does not identify artificial intelligence or machine learning as part of the announced workflow.

Hana’s perspective

I would publish this as a boundary case, not as evidence of AI adoption. The project matters because it addresses real production constraints: reusable location material, background construction and artist workload. But the Japanese report names photography, archives and 3D/CG—not an AI model or machine-learning method. That distinction matters. “Anime tech” is broader than AI, and collapsing the two would obscure what is actually being tested. The useful evidence will come from the planned production trials: measurable time savings, retained visual quality and better working conditions.
